Qian Gang pointed out that with the acceleration of the new round of technological revolution and industrial transformation, China fully grasps the development opportunities, actively cultivates new quality productive forces, strives to take the lead in emerging strategic fields such as artificial intelligence, new energy and new materials, and has made a series of major breakthroughs, creating a number of internationally competitive high-tech enterprises and many "small giant" enterprises with great development potential. At the same time, the vigorous development of new industries and new technologies has also brought new challenges, and the traditional industry management power and model are gradually unable to match the actual needs of new development. Qian Gang believes that there are several problems in the current industry governance: first, the management power of the main local management departments in the knowledge reserve and talent reserve in the field of new industries and new technologies needs to be strengthened; Second, the homogenization and disorderly competition in some industries are becoming increasingly fierce; Third, some traditional manufacturing enterprises can not get scientific guidance and systematic support when carrying out high-end, intelligent and green transformation; Fourth, many local industries and science and technology "two skin" problem is more prominent, innovation resources are scattered, it is urgent in a new round of institutional reform, the industry and science and technology depth integration, and effectively create a technological innovation system with enterprises as the main body.

In response to these problems, Qian Gang put forward four specific suggestions. First, it is suggested that the competent departments at all levels should enrich the reserves of new internal talents and external high-end think tanks according to local conditions in key industries and leading industries, further enrich professional forces, so as to better track, research and promote the development of the industry, and improve the modernization level of industry governance capabilities.

Second, strengthen industrial governance and build a sound modern industrial ecology. It is suggested to further smooth the internal dialogue mechanism of the industry, encourage the industry backbone enterprises to establish deeper research and development cooperation, and accelerate the breakthrough of key core technologies; Support leading enterprises to develop and share common digital platforms and digital models in the industry to promote the overall digitalization level of the industry; Guide enterprises to innovate products, build brands, reduce "internal volume", and avoid homogeneous competition and disorderly competition.

The third is to promote multi-party collaboration and enable the transformation and improvement of traditional manufacturing. It is suggested that the competent departments at all levels and industry associations take the lead, communicate with leading enterprises, first-class universities and excellent scientific research institutes, introduce high-quality intellectual resources for local or industrial enterprises, support the traditional manufacturing industry to improve the level of intelligent manufacturing and green and low-carbon, and promote the high-quality development of the industry.

Fourth, it is proposed to crack the phenomenon of "two skins" in accordance with the principle of simplification and efficiency, truly achieve the deep integration of the industrial chain, capital chain, and talent chain, and promote industrial innovation.
